Crumbling Sanctuary is a Commander card — the multiplayer table is the only environment where a five-mana symmetrical artifact that swaps damage for milling earns its slot, specifically in mill and graveyard-value strategies that want to survive long enough to execute. In Legacy and Vintage, it's technically legal but sees no meaningful play; the formats are too fast and too interactive for a five-mana do-nothing that opponents can answer or exploit just as easily.
