Critical Hit is a Commander card through and through — its damage-counter effect splits across multiple opponents, which is meaningless in one-on-one formats where it's just a worse Giant Growth variant. In Legacy, Modern, and Pioneer it's legal but essentially unplayable; competitive aggro decks have no interest in a three-mana combat trick that does nothing until your creature connects unblocked. Vintage has access to it but won't touch it. Commander is the only format where Critical Hit earns its slot, specifically in go-wide or high-power-attacker builds where closing out three opponents at once is the entire point.
