Outside of Horobi, Death's Wail decks where the targeted ability kills anything it touches, this is too expensive and too passive to earn a slot.

Crenellated Wall is legal in Commander, Legacy, Vintage, and Oathbreaker, but sees essentially no play in any of them. In Commander it's a four-mana 0/4 with a tap ability that neither advances a board state nor closes a game, which is the wrong rate at a 100-card table. Legacy and Vintage have far better walls and far better ways to spend four mana, so Crenellated Wall never surfaces there either. The one narrow Commander context where it's worth a second look is a Horobi, Death's Wail shell, where any targeted ability becomes a kill spell — suddenly the pump outlet becomes free removal stapled to a blocker.
