In Commander, handing three opponents a permanent window into your hand is a catastrophic disadvantage — counterspells, removal, and discard timing all become trivially easy for your opponents to optimize. In 1v1 formats like Modern, Pioneer, and Legacy, the information leak is narrower but the card still offers nothing competitive decks want; a 1/1 for one with a downside doesn't clear the bar when functional one-drops are plentiful. Pauper is the only format where bulk commons occasionally find niche homes, and even there Creeping Peeper finds none.
