Creative Outburst is a Commander card through and through — the combination of a land tutor and direct damage only justifies seven mana in a 40-life format where the game runs long enough to cast it. In Modern and Pioneer the cost is simply too steep; no competitive deck wants a seven-mana sorcery when faster, cheaper options exist for both effects. Legacy and Vintage have the mana to cast it but far better things to do with that mana. Stick to Commander, and specifically to spell-slinger or Izzet-tempo builds where each card needs to pull double duty.
