Corrupted Shapeshifter is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but it's almost exclusively a Commander card — the effect requires a critical mass of high-toughness permanents to be meaningful, and that condition only reliably exists in the 99-card singleton format. In Pauper it's technically playable but no dedicated toughness-matters shell exists at that power level to make it worth a slot. Legacy and Vintage are too fast for a three-mana 0/0 that does nothing the turn it arrives without setup already in place. Commander is the one format where Corrupted Shapeshifter earns its cost.
