In Commander, Corrupt Court Official does its best work: the enter-the-battlefield trigger hits every opponent simultaneously, so a single two-mana creature generates three discard triggers in a four-player pod. Outside Commander, the effect is narrower — in 1v1 formats like Modern or Pioneer, a 1/1 for two that makes one opponent discard one card is strictly outclassed by Thoughtseize, Inquisition of Kozilek, and nearly every other dedicated discard spell. Pauper is the only 1v1 context where budget constraints might push someone toward it, but even there the body is too fragile and the effect too slow to see real play.
