Copperhorn Scout is a Commander card — full stop. Elf combo decks in that format are the only shells where untapping your team mid-combat is worth a card slot, and it shows up in over half of Ezuri, Renegade Leader builds for exactly that reason. In Pauper it's legal but sees no meaningful play; the format's elf strategies prefer creatures that do more on their own.
