Copper Longlegs is a narrow card in every format where it's legal, and that narrowness is most forgivable in Commander. Outside of Shelob, Child of Ungoliant builds, a 4/2 reach for three with conditional deathtouch doesn't make the cut in Pauper or any competitive constructed format where the bar for three-mana creatures is much higher. In Pioneer, Modern, and Legacy, there are simply better options at every point on the curve. Copper Longlegs is a Commander card, and even there, only for one commander.
