Convolute counters a spell — unless the opponent pays four mana, in which case it does nothing. That condition is too easy to meet in Commander, where players routinely have mana open, and three mana is too much to pay for a counterspell that can simply be bought off.

In Commander, Convolute competes for a slot against unconditional three-mana counters like Dissolve and Sinister Sabotage, and it loses badly — a single opponent with four lands up nullifies it entirely, and at a four-player table someone almost always has the mana. Pauper is the one format where Convolute sees occasional play, since the card pool for cheap counterspells is thinner and the format's lower mana curves make the four-mana buyout marginally more punishing. In Legacy, Vintage, Modern, and Pioneer, it's strictly outclassed by one- and two-mana countermagic and doesn't see competitive play.
