Consul's Shieldguard enters the battlefield and immediately hands out a +1/+1 counter to a creature you control, but four mana for a 3/4 body that does exactly that once is a bad exchange in almost every context. The effect doesn't scale, doesn't repeat, and doesn't threaten the board — bulk rare for a reason.

Consul's Shieldguard is legal across Commander, Legacy, Modern, Pioneer, Vintage, and Oathbreaker, but legal and playable are different things. In Commander, the only realistic home is a dedicated +1/+1 counter deck where every counter trigger matters — even then, four mana for a one-shot counter on a vanilla body is near the bottom of the pile. Legacy, Modern, and Vintage have no interest in this effect at this rate. Pioneer's +1/+1 counter synergy decks can find this effect on more efficient cards at lower mana costs. Consul's Shieldguard is a Commander bulk inclusion at best, and only in the most counter-hungry lists.
