In Commander, Consul's Lieutenant is a role-player in aggressive white human or soldier strategies — it requires renown to matter, which means you need a deck that attacks early and often rather than one that controls or goes wide at sorcery speed. In Pioneer and Modern, aggressive white weenie shells are where it theoretically fits, but the competition at two mana is steep and the renown condition makes it slower and more conditional than comparable options. Legacy and Vintage have no interest in a two-mana creature that needs to connect before it does anything. Oathbreaker mirrors the same story as Commander: valid in a dedicated aggro shell, nowhere else.
