Conformer Shuriken turns Cloud, Ex-SOLDIER's Limit counters into a repeatable tap-and-drain engine — the card does real work on board for zero mana to deploy. The cost is that it does almost nothing outside of dedicated Limit Break decks, so you're running it because your commander demands it, not on general principle.

Commander is where Conformer Shuriken actually belongs — the card is purpose-built around the Limit counter mechanic introduced in Final Fantasy crossover sets, and that mechanic lives almost exclusively in multiplayer EDH. In Legacy and Vintage it's technically legal but competes with centuries of broken equipment and sees zero play. Oathbreaker is the one other format worth mentioning, where a Cloud, Ex-SOLDIER oathbreaker shell could use it, but the pool is small. Conformer Shuriken is a Commander card through and through.
