Confidence from Strength is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but Commander is where it does its best work — wide creature strategies there regularly hit the table density needed to make the bonus punishing. In Pauper, go-wide green decks exist, but the competition from cheaper combat tricks and the format's faster clock make it harder to set up a board wide enough to close. Legacy and Vintage are far too fast for a sorcery-speed pump to matter; Confidence from Strength is not a card those formats are interested in.
