Cone of Flame is a Commander card through and through — the format's longer games and creature-heavy boards give it room to do real work, and the ability to split damage across three targets means it can clear utility creatures while still tagging a player. In Legacy, Modern, and Pioneer it's unplayable; five mana for a damage-split that tops out at three is nowhere near competitive burn efficiency. Vintage has the same problem at a higher power ceiling. Cone of Flame is a bulk rare that found its home at the 60-card-with-strangers table and never needed to go anywhere else.
