Commander's Plate was designed specifically for the commander mechanic, and that's where it lives — the protection clause keys off your commander's color identity, a concept that doesn't exist in any other format. It's technically legal in Legacy and Vintage, but in those formats it's a three-mana artifact that gives +3/+3 and protection from some colors to a random creature, which is nowhere near competitive. Oathbreaker has an equivalent of the commander-identity rule for oathbreakers, so the Plate works as intended there too. Outside of those two singleton formats, it's a blank — Modern, Pioneer, Standard, and Pauper have no use for it.
