In Commander, Collective Nightmare earns its slot exclusively in mono-black or heavily black decks with 20-plus Swamps, where it routinely clears a full board for five or six mana while leaving yours intact. Outside of that shell, the single-target clause is a liability — you're spending a card to handle one of three opponents. In Legacy, Modern, and Pioneer it's a non-starter; Fatal Push, Toxic Deluge, and Damnation handle the job more efficiently and without the land-count tax. Oathbreaker's 1v1 structure softens the single-target penalty, making Collective Nightmare a plausible role-player in a mono-black build there.
