In Commander, Cloudfin Raptor occupies a narrow but real niche: evolve-focused blue decks and aggressive flier builds that want a one-mana creature that scales past its cost. Pauper is where it has historically seen the most competitive daylight, slotting into Simic tempo and evolve lists that can reliably trigger it multiple times in the first few turns.
