Cloud Elemental is legal in Commander, Legacy, Modern, Vintage, Pauper, and Oathbreaker, but legal doesn't mean good. In Pauper it faces stiff competition from commons with cleaner stats or relevant abilities, and the blocking restriction is a meaningful liability against ground-based aggro.
