In Commander, Closing Statement fills the role of unconditional multi-target exile removal, which has real value in a format where indestructible threats and graveyard recursion make destroy effects unreliable. Four mana for two exiles is a reasonable rate when you need the insurance, though most decks will cap out at one copy and prioritize cheaper options first. In Modern and Pioneer, the four-mana cost is too slow for a removal spell competing against Fatal Push and Prismatic Ending. Legacy and Vintage have even less patience for it. Closing Statement is fundamentally a Commander card — the extra mana makes sense only in a multiplayer game where hitting two targets in one spell generates real tempo.
