At three mana at instant speed, the cost is fair enough that it slots cleanly into any blue tempo or control list that needs to survive a swing.

In Commander, Close Encounter pulls its weight as a defensive instant that neutralizes two of the most dangerous attackers at the table for a full round — stapling a two-creature tap effect onto a single card is exactly what blue control shells want when shields are down. In Legacy and Vintage the effect is too slow against the threats those formats put on board, and dedicated tempo decks there have tighter options. Modern and Pioneer are marginally more hospitable if a spell-based tempo deck needs the effect, but Close Encounter faces stiff competition from cheaper blue interaction. Standard is its most viable non-Commander home, where the card pool is narrow enough that a two-creature tap at instant speed can be genuinely format-relevant.
