Clone Legion copies every creature an opponent controls — token copies onto your board, no limit — for nine mana, and the raw board swing can end games on the spot. Hidetsugu and Kairi enables a broken shortcut: cast Clone Legion off the top with Hidetsugu and Kairi's trigger, pay nothing, and suddenly you're fielding a second copy of whatever your opponent spent the whole game assembling.

Elminster

Clone Legion is a Commander card through and through — the format's singleton rule and multiplayer board states are exactly where copying an entire army is backbreaking rather than win-more. In Legacy, Modern, and Pioneer it's legal but effectively unplayed: nine mana is uncastable in those formats' tempo economies, and your opponent rarely has enough creatures to justify the cost over faster, cheaper threats. Vintage has the mana acceleration to theoretically land it, but there are simply better ways to spend nine mana with Black Lotus on the table. Clone Legion's price and power ceiling both live in Commander, where lategame sorceries that generate immediate board dominance have a natural home.
