Clifftop Lookout is a Commander card front to back — the ability only matters when you have enough library-manipulation and enough creatures on board to make the buff relevant, conditions that singleton 100-card decks built around specific commanders can manufacture but 60-card formats rarely sustain. In Modern, Pioneer, and Legacy the competition for a one-mana creature slot is steep enough that Clifftop Lookout never makes the cut outside casual brews. Standard currently has it legal, but without a dedicated top-of-library commander engine to lean on, the ceiling is low. Stick to Commander, and specifically to decks built around repeated scry, surveil, or top-of-library reveal effects.
