Cleaving Skyrider enters as a 4/4 flying trampler with two +1/+1 counters when kicked, which is a legitimate threat for five or six mana — the problem is that a vanilla 4/4 flier for five is unplayable, and the kicker only becomes worthwhile in decks already built around +1/+1 counters. Run it in those decks; cut it everywhere else.

Cleaving Skyrider is a Commander card almost exclusively — the kicker payoff only matters when you have synergies like proliferate, counter doublers, or Simic-style value engines to leverage the counters it enters with. In Modern and Pioneer it's well below rate; a 4/4 flier for five with upside that requires an extra mana investment doesn't compete with the threats those formats run at the same cost. Legacy and Vintage are non-starters for obvious reasons. In Commander, it slots cleanly into Atraxa, Praetors' Voice or counter-centric Simic builds where every entering creature with counters is a trigger waiting to happen.
