In Commander, Clear is too narrow for a general-purpose slot — Chaos Warp, Generous Gift, and Imprisoned in the Moon all answer the same problem and hit any permanent type. Where Clear gets a second look is in dedicated Aura-hate builds or stax metas where Impetus effects and Curses are everywhere and you want instant-speed answers at one mana. Legacy and Vintage have it legal but almost never see it; one-mana enchantment removal exists in better forms there, and the singleton restriction in Commander is the only context that makes hunting for narrow budget pieces worthwhile.
