Commander is where Clandestine Meddler earns its slot — taxing three opponents simultaneously on entry is a meaningful tempo play, especially in decks that blink or flicker repeatedly to reset the trigger. In 1v1 formats like Legacy, Modern, and Pioneer, taxing a single opponent once for two mana on a 3/2 body is too low-impact to compete; dedicated tax pieces or more efficient creatures fill that role. Standard is the one exception where a clean 3/2 with any on-entry effect can see play if the format slows down enough, but Clandestine Meddler's ceiling there is still fringe.
