Clamor Shaman turns every Goblin you cast into a forced attack from your opponent, draining their board of blockers the turn it matters most. The payoff is real in the right shell, but it costs four mana for a 1/1 — you're paying a premium for the trigger, not the body.

Commander is where Clamor Shaman actually earns its slot, specifically in Goblin tribal decks that can chain multiple creatures in a single turn and exploit the resulting open board. Krenko, Mob Boss lists get the most from it — dumping a dozen tokens means a dozen forced attacks before anyone can mount a defense. Outside of tribal, it's too narrow; the trigger only fires on Goblins, so non-tribal red decks have no reason to run it. In Legacy, Modern, and Pioneer it's outclassed by faster disruption and combo pieces that don't require a specific creature type to function. Vintage isn't relevant — the power ceiling there makes a four-mana 1/1 invisible.
