Clairvoyance lets you look at target player's hand for one blue mana at instant speed — that's the whole card. The effect is real, but a one-mana cantrip that draws a card does strictly more, which is why Clairvoyance sits on the fringe.

Clairvoyance is legal in Commander, Legacy, Vintage, Pauper, and Oathbreaker, but sees meaningful play in almost none of them. In Commander it's a one-shot hand read with no card replacement, which is a tough sell when blue has access to so many cantrips that actually replace themselves. Legacy and Vintage have the card pool to run it but no reason to — Gitaxian Probe existed, and even that got banned for being too efficient. Pauper is the one format where budget constraints matter, but hand inspection without a draw stapled on is still difficult to justify at any rarity.
