In Commander, Citadel Gate is a near-dead slot in any deck that isn't explicitly counting Shrines — six mana for a tapped dual is unplayable in a vacuum. Pauper is the one format where it sees marginal consideration, since the Gate subtype enables Gatecrash synergies at common and the card pool is constrained enough that slow fixing has a real place. Legacy and Vintage are legal but irrelevant; the card will never touch either format competitively. Citadel Gate exists in Commander almost entirely as a Shrine-type body for Go-Shintai decks, and that's the only context worth evaluating it in.
