Chromescale Drake is a Commander card through and through — the format's slower pace gives graveyards time to fill up, and multiplayer tables mean three opponents are each milling three cards on entry, which dramatically widens the artifact targets you can reanimate. In Legacy and Vintage it's simply too slow and too conditional; those formats end before the graveyard setup does meaningful work. Modern could theoretically support it in an artifact-graveyard shell, but five mana for a value trigger that doesn't immediately close the game isn't competitive there either.
