Chrome Replicator enters and immediately copies the most common thing on your battlefield — if you're running an artifact-heavy or token-heavy list, that trigger fires almost every game. Five mana for a 4/4 that replaces itself with another 4/4 is acceptable rate; the problem is that five mana for a vanilla 4/4 is not, so the deck has to earn that second token.

Chrome Replicator is a Commander card — the 100-card singleton format naturally concentrates permanents of the same type, so artifact decks under Breya, Etherium Shaper or Shorikai, Genesis Engine will trigger it consistently. In Modern and Pioneer it competes against threats that either cost less or close the game faster, and a 4/4 that needs board presence to generate value is too slow for those formats. Legacy and Vintage ignore it entirely. Commander is the only format where Chrome Replicator earns its slot, and even there it wants a critical mass of artifacts or artifact tokens already in play to avoid being a five-mana 4/4 with no bonus.
