Choreographed Sparks is a Commander card first and foremost — token synergies, spell-count payoffs, and value accumulation over many turns are where it earns its slot. In competitive 60-card formats like Modern and Pioneer, two mana for two 1/1s plus a cantrip is too low-impact to make cuts in decks that demand more explosive or disruptive plays. Standard gives it the most oxygen outside Commander if a dedicated tokens shell emerges, but no current archetype demands it. Legacy and Vintage don't want it at any price.
