Chilling Shade is a flying, cumulative-upkeep beater that earns its slot by untapping all your snow permanents when it attacks — but only under Jorn, God of Winter does that trigger stop being a liability and start being the point. Outside of a dedicated snow engine, the escalating upkeep cost will bury you; inside one, it's a recursive threat that pays for itself.

Chilling Shade is a bulk rare in every format it's legal in, and it stays that way outside Commander. In Pauper it's technically legal but outclassed by cheaper, cleaner threats with no upkeep anchor. In Legacy and Vintage the cumulative upkeep is a non-starter — those formats move too fast for a 2/1 flyer with a ticking clock. Commander is the only home where Chilling Shade is genuinely playable, and even there it's narrowly synergy-dependent: Jorn, God of Winter decks are essentially the entire install base.
