Chill of Foreboding is a Commander card through and through — the multiplayer math means one cast mills fifteen to twenty cards across the table, and each flashback copy multiplies that pressure. In dedicated mill or self-mill builds, the recursive loop of four flashback copies is a legitimate win condition rather than a cute threat. In Legacy and Vintage it's legal but irrelevant; faster, more targeted graveyard tools exist and no competitive shell wants a slow sorcery with a four-cast setup. Modern is the same story — the format has moved past this kind of incremental mill entirely.
