In Commander, Child of the Volcano is a role-player in damage-matters and sacrifice-loop strategies — the ping to all opponents scales with the number of players at the table, which is exactly where you want a cheap repeatable effect to live. Outside Commander, it's legal across every major format but unlikely to see play; a 1/1 for its cost that deals 1 to everything is too slow and too symmetrical for the faster, more linear demands of Modern, Pioneer, or Legacy. Pauper is where a second look is warranted if a dedicated ping-loop shell ever emerges, but the card pool hasn't assembled that deck yet.
