Chief of the Scale gives every other Warrior you control +0/+1 as long as it's on the battlefield — a passive toughness boost that taxes combat math for your opponents. Two mana for a 2/3 body that stiffens your whole board is a real rate, but it does nothing outside dedicated Warrior tribal.

Chief of the Scale is a Warrior tribal piece, and Commander is the only format where that tribal identity has enough payoffs to justify the slot.
