In Commander, Charmed Griffin is a trap — three opponents each getting a free enchantment off your four-mana play is a fast way to fall behind on board state and threat density. Legacy and Vintage have access to it on paper, but neither format would run a vanilla 3/3 flyer with a downside at four mana when the competition is that deep. Charmed Griffin is legally playable in Oathbreaker as well, but the same logic applies: the body doesn't justify the cost, and the drawback is worse with fewer opponents to dilute it.
