Charmed Clothier enters and immediately puts a +1/+1 counter on each creature you control that has a counter on it, then leaves behind a 1/1 token — meaningful board presence for a single spell. Four mana for that effect is fair rather than efficient, so it belongs in decks that actively exploit counter synergies, not as a generic value piece.

In Commander, Charmed Clothier slots cleanly into Atraxa, Praetors' Voice proliferate lists and any +1/+1 counter deck that wants redundant doubling effects at instant-ish parity — the 1/1 token is a bonus, not the reason you're here. Outside Commander, the card is legal across every major format but doesn't clear the power bar in competitive ones: Modern and Pioneer have faster, cheaper ways to spread counters, and Pauper has deeper commons doing the same job. Standard is the one place Charmed Clothier could see occasional play if the counter-matters archetype is well-supported in the current card pool.
