Charismatic Vanguard enters and immediately hands a +1/+1 counter to each other creature you control with a counter on it — a one-card board-wide pump that scales with the counters gameplan already in motion. Three mana for a 2/2 with that upside is a reasonable rate in Commander, and it's nearly unplayable anywhere faster.

Charismatic Vanguard is a Commander card through and through — the 100-card singleton format is where board-wide counter distribution finds a wide enough creature base to matter. In pauper it's technically legal but competes for space with more efficient aggro and synergy commons, and a three-mana 2/2 with a conditional ETB rarely makes the cut. In Modern and Pioneer the card is simply too slow and too conditional for any viable counters shell, where Hardened Scales and Winding Constrictor set the pace. Legacy and Vintage are non-starters. If you're running Charismatic Vanguard, it's because you're building Commander.
