Chariot of the Sun is legal in Commander, Legacy, Vintage, and Oathbreaker — and realistically, Commander is the only place it's worth discussing. In Legacy and Vintage, one-mana combat tricks that require you to hold up mana and spend a card are not competitive options; those formats have cantrips, interaction, and threats that simply outclass it. In Commander, the case is narrow but honest: if you're running a deck that needs one creature to connect on a specific turn and has nothing else to fill that role, Chariot of the Sun gets the job done cheaply.
