In Commander, Chaos Imps occupies the role of a late-game beater in spell-heavy red decks — the graveyard bonus is real, but seven mana means it competes with actual game-ending plays. Legacy, Modern, and Pioneer are non-starters; those formats demand far more efficiency than a seven-mana 6/5 with no enters-the-battlefield effect can offer. Oathbreaker gives it a slightly friendlier home if the signature spell is an instant or sorcery engine, but even there the competition at the top of the curve is fierce. Chaos Imps is a Commander-only consideration, and only in decks that both fill the graveyard with instants and sorceries and lack better top-end threats.
