In Commander, Cerebral Confiscation shines in discard-focused shells where opponents are already resource-starved and you can reliably hit something powerful with the exile effect. In 1v1 formats like Modern and Pioneer, the three-mana cost to snag one card is a steep ask when Thoughtseize and Inquisition of Kozilek exist at one mana — Cerebral Confiscation simply can't compete at that rate. Legacy and Vintage move too fast for a three-mana disruptive spell to matter outside of very specific shells.
