That's a fine rate for neutralizing a single threat, but it's a one-for-one that doesn't generate card advantage, so it earns its slot only in decks that specifically want the enchantment subtype or need to strand a blocker.

In Commander, Cement Shoes is a budget answer to a single problematic creature — useful when you need to strand an indestructible blocker or shut down a commander that wins through combat, though at three mana it competes with removal that simply ends the threat. In Legacy and Vintage the card sees essentially no play; those formats move too fast for a three-mana do-nothing enchantment that leaves the creature on board. Modern and Pioneer are similarly hostile — conditional single-target lockdown without a tempo swing doesn't fit either format's threat density. Cement Shoes is a Commander card almost exclusively, and even there it's a role-player rather than a staple.
