Commander is where Celestial Reunion belongs — nowhere else can you reliably fill a graveyard with enough valuable permanents to justify seven mana. In Commander, one sweeper followed by a resolved Celestial Reunion can rebuild your entire board in a single turn, which is the kind of swing that wins games outright. In competitive 1v1 formats like Modern or Legacy, seven mana is simply too slow without a dedicated reanimator engine, and even then narrower options exist. Pioneer and Standard may occasionally support a self-mill or sacrifice shell that can extract value here, but the card never breaks through as a format staple in those contexts. Oathbreaker follows the same logic as Commander at smaller scale.
