Celestial Judgment wipes the board while leaving exactly one permanent per player — whichever one has the highest power among each player's nonland permanents — making it a one-sided sweeper in the right shell. Five mana for a conditional Wrath of God is the ask, and whether that condition works for or against you defines everything.

Commander is the home for Celestial Judgment — four players means four separate 'highest power' checks, so opponents don't even get to keep the same threat, and the card frequently acts as a near-one-sided sweep in decks built around low- or zero-power permanents. In Legacy and Vintage it's legal but functionally absent; five mana at sorcery speed for a conditional sweeper is nowhere near the efficiency those formats demand. Oathbreaker is a reasonable second home given the tighter two-player dynamic and the format's enchantment-heavy builds that naturally dodge the power check.
