Cave People is legal in Commander, Legacy, Vintage, and Oathbreaker, but legal and playable are different things. In Legacy and Vintage the competition for three-mana creatures is brutal and a tap-to-unblock effect doesn't make the cut. Commander is the only format where Cave People could theoretically find a home — specifically in a hyper-themed tribal shell where flavor constraints matter more than efficiency. Oathbreaker has the same problem Legacy does: the format is too streamlined for a slow, conditional evasion piece.
