Three mana for a 3/1 is below rate, and the indestructible trigger doesn't protect it from exile or sacrifice effects, so it earns a slot only in decks that cast noncreature spells constantly enough to weaponize that protection.

In Commander, Cathar's Companion fits narrowly into spell-slinger or Voltron builds that fire multiple noncreature spells per turn, keeping it alive through combat while you advance your board.
