Catapult Master is a Commander card through and through — the five-Soldier tap cost is prohibitive in any format where you can't reliably go wide, and competitive Legacy and Vintage have zero interest in a 3/3 for four that needs a crowd to function. In Commander, where token-flooding white decks are a proven archetype, the activation becomes routine by mid-game and unconditional nonblack exile is a meaningful effect at any table. Oathbreaker is a legal home as well, though the smaller board states make the cost harder to meet consistently. Everywhere else, Catapult Master simply doesn't exist.
