Castle Sengir enters untapped if you control a Swamp, then spends three mana to put a +1/+1 counter on a creature — a useful but slow effect stapled to a land that costs you nothing in tempo when your mana base supports it. It's a fine inclusion in any black-heavy Commander deck that wants a mana sink, but it doesn't belong in two- or three-color decks where hitting untapped is unreliable.

Castle Sengir is a Commander card through and through — the sink ability is too slow and low-impact for Legacy or Vintage, where it sees essentially no play despite being legal. In Commander, any mono-black or heavily black deck can reliably enter it untapped, and the +1/+1 counter ability converts spare mana in the late game into incremental pressure, which matters most in go-wide or aristocrats builds that want to grow a threat over several turns. Oathbreaker is the same story as Commander at a smaller scale: fine if you're black-dense, irrelevant if you're not. Anywhere Castle Sengir costs you an untapped land with any frequency, cut it for a basic.
