In Commander, Castigate trades some efficiency for high-value targeting: you see the hand, pick the most dangerous threat, and exile it before it ever touches the battlefield. Oathbreaker mirrors the Commander case: targeted hand disruption on turn two can kneecap a combo signature spell before the game starts.
